TOP 100 AUSTRALIA’S MOST INFLUENTIAL ENGINEERS – COVER STORY Colin Jensen, 44 Coordinator-General and Director-General of the Department of Infrastructure and Planning, Queensland Government, Brisbane Civil engineer, Queensland Institute of Technology A s coordinator-general Colin Jensen is currently assessing 36 signifi cant projects worth nearly $90 billion in Queensland. As director-general of the Department of Infrastructure and Planning he oversees the Queensland government’s infrastructure program, which includes the 20-year South East Queensland Infrastructure Plan and Program, modernising the governance of local governments and long-term, regional planning. He has been appointed the state government’s “champion” to better the indigenous community of Aurukun. Gary Liddle, 56 Chief Executive of VicRoads, Victorian Government, Melbourne Civil engineer, University of Melbourne A s chief executive of Victorian road authority VicRoads, Gary Liddle has been working closely with the state government’s Department of Transport to better integrate road and rail transport. VicRoads is also implementing the $38 billion Victorian Transport Plan announced last December. Th e agency is developing network operating plans in conjunction with the Department of Transport and local councils. Th e plans will help determine which modes of transport have priority on diff erent roads at various times of the day. “Th is will allow for better traffi c fl ow and ensure all road users get fair access to the network,” Liddle said. He also chairs the board that is overseeing the Council of Australian Governments’ road reform program. Bruce Wilson, 57 Commissioner and Chief Executive, Public Service Commission, Queensland Government, Brisbane Civil engineer, University of Queensland W hen the Public Service Commission was established last year replacing two previous organisations, Bruce Wilson became its inaugural chief executive. Th e new agency has the responsibility of ensuring the state’s public service is effi cient. Wilson is responsible for setting policies and standards, and works closely with the directors-general of the various government departments to implement them. Th e commission does not recruit public servants directly, except for the directors-general. Rather it is charged with workforce management and employment conditions. It is also overseeing a reform of the public service with its 23 departments being reorganised into 13. Wilson has also been engaged by the federal government to head the review of the National Transport Commission, which is due to report to the Council of Australian Governments in September. Craig Williams, 51 Commander of the Army’s Second Division Civil engineer, University of NSW M ajor-General Craig Williams commands the Second Division of the Army that numbers some 10,000 soldiers, most of whom are reservists. Th e soldiers are based around Australia and over 1000 are taking part in operations in the Solomon Islands, East Timor and Afghanistan. Members of the division took part in the Australian Defence Force’s response team to the Victorian bushfi res earlier this year. “When I went to the Kinglake and sur- rounding area, I was shocked to see the devastation from the fi res. However, I was proud of how our soldiers, servicemen and women volunteered and responded so quickly, effectively and compassionately to support the aff ected communities during and aft er the fi res,” Williams said. “As the divisional commander, I have overall responsibility for the training, preparations and readiness of our soldiers so they are eff ective in their roles in Australian Defence Force operations overseas and within Australia. Williams used to be a reservist, working full-time as a civil engineer at consulting fi rm Evans & Peck. But he agreed to become a full-time soldier aft er being promoted to Major-General late last year. He said that Evans & Peck supports his involvement in the military and he will rejoin the company in 2011. “My experience on major projects with Evans & Peck is a significant influence over how I approach my command of the division,” Williams said. “I have learned to approach projects with a sustained focus on objectives, and deliver outcomes in practical and oft en in innovative ways necessary for very complex situations.” ENGINEERS AUSTRALIA | JUNE 2009 57
